What is EU AI Act Annex XI?

The EU AI Act (Regulation 2024/1689) requires providers of General-Purpose AI (GPAI) models to document computational resources and energy consumption under Annex XI, Sections 2(d) and 2(e). These obligations have been in effect since August 2, 2025.

Section 2(d) requires documentation of floating point operations (FLOPs) and training time. Section 2(e) requires known or estimated energy consumption — where energy is unknown, it may be estimated from computational resources.

From August 2, 2026, the European Commission can enforce these requirements with fines up to 3% of global annual turnover or EUR 15 million, whichever is higher.
