The Problem

Annex XI, Section 2(d) requires you to document computational resources: FLOPs, training time, and hardware specifications.

Annex XI, Section 2(e) requires known or estimated energy consumption. If unknown, it may be estimated from computational resources — but direct measurement is stronger evidence of compliance.

No harmonised standards exist. The Commission's delegated act on measurement methodology hasn't been adopted. CEN/CENELEC standards aren't due until 2028. You need a methodology now.
